Ok, if it was the same then you could have other issues. Perhaps the spring plate in the middle of the clutch is bad

It could be milky because the PO never rode it long enough to purge moisture from the oil. When you start the bike, you should always plan to ride at least 1/2 hour or so to make sure the engine gets fully up to temperature so any moisture is purged. Then your oil stays nice and clean and not milky.

Took everything back off and adjusted and readjusted ***** are in ramp slack out of cable lever all the way in the lever still won't go out all the way without being too hard to pull and nearly bottoming out the adjuster on the line. Any ideas guys.

Are you sure you have the correct cable? This new cable has never worked correctly? Can you post up some pictures of where the cable connects down at the clutch, so we can see if it's put together correctly? It's hard stumbling around in the dark.

You say the previous clutch worked the same? Have you checked for a broken clutch diaphragm? Maybe the clutch adjuster bearing on the adjustment rod has gone out? Maybe that's why the bike got put out in the rain?

I suggest pulling the entire clutch and checking the spring plate. If it comes apart you cannot adjust out the change in the dimensions of the clutch pack
