You can always call a powdercoating or plating company and get a quote. It looks like an aftermarket rim? Not that surprising if so, likely China made.
It's not that bad, just cosmetic. No one really notices, we all think they do. Do what your budget dictates.

that's your call. after they get blasted and prepped... chrome is chrome. there are some bright/glossy powders but, none will look like chrome. anodization can get you close.
no need to run out and buy wheels unless you want the same like the chrome chrome you have. the wheels are still structurally sound under that scaring.
the part numbers for what you have are, they are not aftermarket:
front wheel 55018-11 retail = $612
rear wheel 55019-11A retail = $911
~1500 before bearing, valve stems, and blah blah. you can reuse some of the parts and tires too.
can be had cheaper. powerder coating may run you 400-500... i cant really speak on the cost of the other processes.
end of the day, the wheels are fine and still work like wheels, just not pretty. take your time and weigh the pros and cons rationally. try to be positive and have fun with this process. all this "replace the wheel" stuff is crazy talk. if you chose to, cool but, don't feel like you have to and the wheel is going to fail and kill you.... it's not.
