Wrapping the pipes supposedly gets good results, yet i like the all chrome look on pipes, is there any way that chrome heat shields could fit over the tape on stock pipes with SEII mufflers?

Radiated heat is the main reason most either wrap, or ceramic coat the exhaust system. The wrap or ceramic coating will help contain the heat, so their is less chance to fry your leg, and it also helps to reduce the blueing on single wall pipes.
Back in the 'old days' the exhaust systems on Harley's and other bikes were all single walled, and not double walled or covered by heat shields like you have today.
Some people would use a ceramic coating on the inside of the pipes to help reduce radiated heat, and also to try and keep the pipes from turning blue due to excess heat. Some people would use wrapping over the pipes for the same reason.
But I think some wrap their pipes just because of the 'look', and different strokes for different folks, so there isn't anything wrong with that.

On another thread someone who wrapped the pipes said "I wouldn't say it creates huge gains, but it is alot more solid on acceleration and it sounds alot better, it's got a nice deep rumble to it now." so i was wondering if the wrapping would fit behind the heat shields but i guess ceramic coating is another option

From my understanding the main reason for wrapping pipes is simply to prevent burning your leg, especially on race bikes. I doubt it'd give any performance benefit. But in terms of the sound, it'll dampen the vibrations of the exaust, so you would end up with a slightly lower toned rumble.
