The 48 has a different setup than the 2001 model. The older sportster had a rubber mounting boot between the headlight bucket and headlight to cut the vibration down that was taking out the headlight bulb. The 48 has a rubber mounted engine and does not need nor use the headlight rubber insulator boot.

Rubber is probably wore out. Look at this article that seemed to have the same problem and how they fixed it. Hope this helps.
