As to cleaning the "milky" trans fluid....
Get a manual first.
Just do three or four oil changes in a row.
Get the oil hot between each drain/ change.

Drain plug on bottom...make sure you remove the correct bolt!
(Note has an o-ring to replace after final draining).
One can fill through the primary chain inspection plate...one quart at a time...Harley branded Formula + trans oil...instead of removing the derby each time.
Oil cost is about $10 a quart...IMO use correct oil as it can be absorbed by the clutch fiber plates.

By the fourth change to case should be clean of the "milk".

Yes, reads like snow/ rain entered the cases somehow...would be prudent to find out why/ where.

Kenny94945 I am hesitant to start the bike due to it being stuck in first I currently have the bike on a life so I'm not worried about it going anywhere but I don't know what's clogged in there if i get he oil hot

UK...try rocking the bike (while cold and not running) and in gear to loosen the clutch disks.
Then work the shifter to see if you can find neutral.

My theory being the clutch disks are stuck...which is typical with wet clutches.
