I would say float sticking, petcock, in tank filter, or lines. Get a mighty VAC hand pump. Disconnect both lines from the tank to carb, apply vacuum to the vacuum line, fuel should flow from fuel line. If it is a good solid flow, filter and petcock are good. Time to dig into the carb and look at the float valve.
You can pull the fuel line off of the carb, make sure the petcock is On, then crank the motor. You should have fuel coming out of the disconnected end of the fuel hose.
If not, the problem is likely a clogged fuel filter or fuel line, bad petcock or vacuum hose.
If fuel flows from the line, it's a carb issue.
