Oven cleaner seems to work pretty well. My wife's bike seems to pick these up, and the oven cleaner does a good job of removing them. Acetone might work well too.

Supposedly warm the bike up and spray easy off oven cleaner on a towel. Wipe the hot pipe and the stuff stuck on the pipe will cme off. I would then repolish my pipes. I have not tried this but do not spray it directly on the bike as easy off will eat through the poweder coat on other parts of the bike. Good luck.

I use the oven cleaner warm (and would use acetone cold). I let the cleaner sit for about 5 minutes, then wipe it off with a towel. You could use a piece of cardboard to prevent overspray. Easy-off worked fine for me.
Another trick I've heard of, but didn't have success with, was using a double-edged razor blade to scrape it off. Fortunately, my wife hasn't discovered the scratch mark![:@]
