For the painted hub and rim, use a good car paint polish or rubbing compound, like a Meguiar's Clear Coat Polishing Compound to clean and a good wax to protect it.
A buffing wheel might be good to do the muscle work on the painted parts.

I use Flintz polish for chrome. If using steel wool use the 0000. DO NOT use Brillo or SOS pads if you do not want to see fine scratches on your chrome.
For the painted hub and rim, use a good car paint polish or rubbing compound, like a Meguiar's Clear Coat Polishing Compound to clean and a good wax to protect it.
