No. Take it into your dealer asap. That's NOT normal. Might just be an alignment problem, but wiggle at 40mph? maybe 70mph + but not as low as 40mph.

Front ends shakes , or really bad vibration ?
I had a bad vibration on accell which turned out to be a slightly loose front isolator cross bolt.
Not actually loose but just less torque than proper.
If it's front end shake , check wheel true , spoke tension , steering fall away , tire pressure , etc.
Does it only do it at 40 mph in one gear , say 3rd , then try 4th to see if there's a difference.
Pull in the clutch at 40 mph , does it go away?

The speeds you mention are usually where out of balance shows the most
check weights didnt fly off
get tire balanced / trued
check the fallaway
check tire - could be a bad tire
im going with fallaway or unbalanced

I just had the same problem on my 72 after the winter. It got progressively worse and then realized the spokes on the back tire were extremely loose. Basically the whole back end was slipping around causing the front end to feel like it was wobbling. It started at higher speeds but got worse until it started happening even at 35-40 mph. Take it in asap.

Visually inspect your tires and see if they are cupped. If they have lots of miles on them or if they were run under inflated, there is probably a good chance they are cupped.

I'd almost guarantee its your stem bolt for your bearings. I had the same issue at the same speed. I think the torque on your stem bolt is about 45. I tightened up the bolt and it went away. You can tap on all your spokes and see if they all make the approximate same pitch. Keep it simple. If it's in the front end you probably have a little play. Mine was felt mostly when I was slowing down around 35 mph down shifting.
