these carbs are very easy as long as you take your time and follow the link I posted you will be fine.

 

it might be nothing more then the float is just stuck---before doing anything to drastic--use a screwdriver end and tap on the bottom of the float basket---the very bottom of the carb--not hard enough to dent anything---but some good taps--then try it--if the needle valve gets stuck shut from some build up--no fuel--give it a shot

 

Shot in the dark. But make sure the petcock is In The "on" position.....happend to me once.
