Don't see why not. Looks pretty straight forward to me. I relocated my rear turn signals near the tail light with some cheap-a$$ hack. It all came under $2 I think.

Bending 1" Aluminum stock with a little torch and a bench vise. Aluminum is strong, lightweight, won't "rust", and paint-able. It can be polished to resemble chrome, if paint/powder coating isn't your thing. Angle Aluminum is set over the vise's jaws to prevent scratches and a flat bar was used to fold the heated stock to the desired angle. When it's hot, it bends with little effort:
Not CNC precision, but close enough. Notice, the ends are different lengths. I let them go long, drilling the mounting holes then shaping the ends' radii with a belt sander to the proper length:
