that is how you can mount it. Just a matter of deciding on your topbox to fit to it.
Being QD it means you don't have o have it on all the time.
There you go someone has the whole package for sale

Hello, How are you? When are we likely to see each other again?
Just clean underwear. lol.
I didn't realise tourpack just meant the top box and not the full suite with saddlebags.
I am really interested in saddle bags that keep water out and have proper locks. The bags I have apparently will leak badly but I haven't tested them.

Carrying 'stuff' on our bikes can be a hazardous business!

My bike came with saddlebags and I have read they perform badly in wet weather. To their credit although they are not QD they do use just 2 nuts to hold them on that takes a couple of minutes to remove.
The Viking hard bags look good but I would have to make a small change to the installation if possible to get a similar fitment that the MoCo uses. Viking's default fitting is to put the bolt through with the nut under the fender.
As ever though there is no UK seller with stock so one cannot go and have a look at them.
I have the QD hardware fitted for a sissy bar or solo rider rack, etc that I don't want to mess about with.

So while security is obviously something to be wary of, it is also easy to overdo it. Having said that, when Mrs B and I are travelling sur le Continent by bike, especially in Eastern Europe, one of us stays with the bike(s) whenever practical.

I too had Tsukayu hard saddlebags that I color-matched. Great bags. There is only one negative about these bags....it shakes a lot when riding. As a rider, I don't notice it, but when riding in groups, those behind me have said they shake and looks like they may fall off. When checking the mounts, they were secure and would not fall off...... would have been nice if the manufacturer made perhaps 2-point mounting brackets (high and low) at all 4 mounting points to stabilize the bags.
