Abb... I have a Progressive 2" drop in lowering kit plus -2" tubes and I run sceaming eagle extra heavy racing fork oil... It's thick and I only have about 1" to 1'5 travel it's rough ride on bumpy roads, but it looks sweet
If you are happy with the height of your bike now just replace the fork oil with something heavier. That should keep you from bottoming out... -2 tubes will just lower you another 2 inches and prob bottom out even more.
I haven't played with the dampers or valves? So I don't know anything about that stuff but I think a few other have replace some parts using aftermarket stuff.

83 until you get some better emulator valves your gonna get that bottoming out no matter the combination.You can drill a couple of extra holes in your stock dampers and go up to extra heavy fluid and get a little better damping action.You can also play witht the length of your spacers if you have the regular 2" drop springs.I've never played with the drop ins as far as spacing goes,maybe someone on here knows about them.Don't waste your money on the shorter Ness damping tubes.Bite the bullet and get a Richor or Racetek gold valve set up.Tuned right they both make a difference.If your in a colder climate the heavy fluids suck.Lots of variables,I've done about every combination of things on mine and several other clunker front ends. Maybe I didn't explain that well. I was thinking about leaving the drop in out and getting the two inch shorter tubes. wouldn't that give the tubes a bit more travel to keep them from bottoming out? That way it would still be 2 inches lower but the tubes would have their full travel instead of compressed with the drop ins. Does that sound correct?

That will work better than having 2+2 but still not gonna get you what you want till you change the valving 83.Like Chuck says play with mixing the fluids.I like about 2/3 hvy the rest regular fluid but I've got RT gold valves and and Patriot springs.Different animal from what your running altogether.
