Looks like Heartland to me, and they sell a seat for it but not sure if it will work on your bike .. if you want more answers, repost your question on the 'softail models' forum and you will get a lot more response,

garjowan,

looks like a heartland biker 180 kit, i have installed the 250 kits before, it may have slots in the fender braces designed for a removable rear seat, but they are very expensive. $800-900 range. the phantom pad will work fine on that fender, i pile gear and me and the wife up on my bike and my fender and tire are alot closer. looks like you have some room to lower it even.

Thanks Dion, I think you're right on the maker.
As for the fender, I meant it was so short, not that it was too close to the tire... wondering if it safe to have someone back there once in a while... ;-)

that is their shortest fender called the wildheart, should be about 8 1/2 inches long, the rear seat they make actually hovers over the fender never touching it, as for the pad idea, she just needs to hang on real tight.
