THe Heritage seat with the pillion pad is for a 2012. It will not fit a 99 unless you have the two mounting bolts in the fender. I know it will not work on a Fatboy.

Reason I ask is I have a similar seat with the two side mounting bolts that fit my old bike, but won't fit the '12 fat boy.

Not to rain on anyone's parade but I don't think a Heritage seat will fit on a 2012 fatboy with a 200 mm rear tire.
