thanks! i am aware of what it looks like but it did not come with my bike (bought used)... and if i am going to spend money i will get a swing arm mount.
The second half that you're missing is about $8. If you go with a swing arm mount, you'll need to get a turn signal standoff from the right side of the bike to use on the left, as the left stand off is shorter to compensate for the license plate bracket.

I did the same but put a piece of plexiglass between the plate and the mount, painted black on one side the side the plate will cover and installed with 4 bolts and nuts with a small piece of double stick tape between the plexi and the mount.

Get rid of the zip ties they wont hold ****.
the zips are temporary till i can get to the store and get some small bolts.
I had the EXACT same problem. For some reason, my other piece of the tag mount was never there. I just switched it vertical and put the bolts in. Works perfect.
I have had two cops behind me, never seemed to care about the vertical tag mounting.
I lost my tag due to that lower piece not being there. Thankfully it was the month my tag was up for renewal and the state had changed the design do i got a whole new plate. I made a metal frame for mine and it doesn't flap in the wind anymore.
