Default Inner Primary sealed bearing

Hi, Does anyone know how to remove the inner primary cover when the cover has a sealed bearing fitted inside like the one below? The case will not move one bit with race part of the bearing obviously being very tight on the gearbox shaft! usually when you pull the cover of it leaves the race part of the bearing on the shaft any ideas anyone?

The inner primary will not come free until the starter is removed. Pain in the ***.
