Default How to detect bent frame? Help

My husband wrecked his bike. He hit a dog, which threw him over the handle bars. The bike was laid down on both sides. He is looking at reapiring the bike and noticed that one side of the fender strut is closer to the tire than on the other side. Is that normal? Does anyone know if the distance of the upper rear fender strut would be the same on each side of the tire or is it supposed to be off centered on a 1989 Harley Davidson Heritage Softail? How can he tell if the frame is tweaked? Thanks.
