On my train I bought a HD inspection plate. I placed it on the left side in front of the left front peg. After lowering the front 2" I started scraping it so I moved it back by the left passenger peg. I will post a pic tomorrow

You have to make the plate "non removable" I did this by using a bolt with an Allen drive and drilling it out. Then I used red loc tite and topped it with a chrome hot topper. Looks like it's just a smooth round top bolt. I also used an existing threaded hole that has a plastic threaded plug in it under that rear passenger peg.

I've got mine on the left front peg as well, but I like this idea a lot better..

not a Breakout either, but on my Slim it's here:

The plate came from the dealer attached to the front under the shifter, I moved it here as it really stuck out...

I actually went for a year without. I never even realized that my local dealer never inspected it before I picked it up. I only realized it when I was tearing the engine apart for a new top end that it hadn't been done. Thankfully never got tagged for it.

I am a recently moved to Philly (year and half) and a lot of the guys I ride, who have lived here or surrounding area, said to skip it and haven't had issues. On our car that's a different story we only had it a week and we got two tickets.
