IMHO these bikes are meant to wear the stock handlebars or similar. Not high bars. One of the or the best ever looking Harley to come out of the factory. Ok Slim is nice too but the breakout is the boy. I can't stop staring at mine. OMG!!!

According to service manual it's 30-40 ft-lb (40,7-54,3 Nm)
