Long Ride Shields area a good option for a good price. I have a 20" on mine, but you can get a 16" shield from them which would be about 2" shorter than your stock shield. They usually offer a HD Forum discount.

I like looking over my windshield. When I bought my new to me '02 Heritage, it had a really scratched up 21" shield. (measured from the top of the headlight opening to he top of the windshield)
I really liked a friend's shorty shield so I measured it and bought a 17" shield from a seller on ebay for about 100 bucks and switched the glass. I loved it!!
Winter rolled around and I kinda missed that taller shield. So I shopped again on ebay and found a shield that had bad glass but good metal for around 50 bucks.
Another 100 bucks for a 21" inch shield and now I have a 'summer' shield, and a 'winter' shield.
The seller on ebay is bk-rider. If you decide to go that route there's a little trick to changing out the glass.
When you take the metal from the glass, there's an adhesive that some of it sticks to the glass and some sticks to the metal. You don't want the metal against the glass when you replace it, so in the bare spots use some black electrical tape as a 'buffer.' That will be enough to make it work.
It takes two hands to take the shield apart from the glass, but 3 or 4 to get it back together!
