I have thought about it, but in order for me to put the rack back on, I would have to drill two holes into the fender bib and I'm not quite cool with that idea. Not sure how it would look with both on, but I'm sure it could be done.

If your trying to get a rack over the bib the Motherwell rack works well.

Seconded.. Motherwell Luggage Rack for Heritage/Fatboy's fits over the bib, and even under the tall sissy bar...

That's what I did though I usually pull both the bib and rack off when using the sissybar since I usually mount the passenger seat back on. Other times I'll just strap a small tool bag to the rack and tie some rain gear up front. Between that and the side arm bag I'm usually set for short overnighters.

I did it for somewhere to strap the helmet if I want to ride without it.

I need to keep the stock Deluxe rack on,so I can swap seats for 2up riding.I'm going to drill holes or whatever I have to do to the bib. When I remove the luggage rack ,do I have to worry about nuts underneath the fender falling out?

No nuts will drop from the fender its threaded for the bolts. That being said the luggage rack is only held on by three bolts and is easily removed and reinstalled. I ride with the OEM rack and seat off using the HD bib when alone, if wife or kids want to come with just bolt back on the rack, touring seat, and backrest with quick disconnect. It takes maybe 10 minutes to switch back and forth. I don't think you'd manage to get a bib on with the OEM rack anyway unless it was mounted underneath it.
