The bike has 7500 miles on it? Is that total or after the BB kit?

You say it does not have a SE AC on it, but did you look under the football? If the dealer did the upgrade it would have left the football on it and put the AC underneath.

It appears to have the SEII pipe on it and typically in 06 that was done with a Stage 1 upgrade which would include the high flow Stage 1 SE filter and download to the EFI.

If you rode the bike and like it, I mean if it is the bike for you in your mind, then offer him $10K for it. $13 is crazy. BUT, I would make sure it comes with bags and shield. It is a Heritage afterall. You may never need them but can always sell them to fund other "wants".

Judging from the pics, the plastic cover behind the football A/C is gone leading me to think a Stage 1 has been done.

I'm not thoroughly convinced it's even a Heritage. No bags, no shield, no aux lights, wrong signals, wrong bars, wrong seat.

Looks 90% Fatboy with Heritage fender parts. I'd not even consider this bike. Looks like a hodge podge of God knows what, let alone what is inside the engine.
