Default Seat Backrest Upright Mounting

I got a used upright for mounting a backrest and luggage rack for my Deuce. It had its mounting plates and nuts. I was very much suprised when I tried to mount it when the bolts did not line up with the three holes in my rear fender. The two aft holes are good as far as the width goes but the forward center hole is too far forward by about and eighth of an inch. It looks like I'm going to have to grind the hold larger to be able to drop the plate down. There is no problem at all with alignment of the studs from the upper plate and the holes in the lower plate and it is obvious that neither of the plates nor the studs are bent in any way.

As far as I can see this is the only mount Harley made for the Deuce and as far as I can see Harley only made one fender for the Deuce, so its sort of suprising that I can't get this thing on the bike. Am I missing something here? Any suggestions will certainly be welcome.
