Depends on what "Look" you want. If you want to see more tire in the rear or more Wheel?
Fireman makes a good point about the WW's, being more available in a 16'', but if you want them in a 18, you can always go with a WW from DB. I wont ever run any other WW than a WW from DB. PERIOD. He makes EVERYONE else's WW's look elementary. JHMO

I ran the 21/16 combo, with Diamond Back/Metzlers. 21x3.5/120x70x21 DNA Diamond Spoke up front and then just 140/16 on the rear. If I had to do it all over again, and Im going to this spring, I would have gone with 21/18. Forum Member Malingerer has a SICK blue Ice with a 21/18 and its SICK!!!!!!!.
If you decide to go with WW's, do yourself a favor and stay away from Vee Rubber, and spend the extra dime and get some DB WW's. They are well worth the extra money, and the WW's are PERFECT. I liked the 18 rear set-up better, because you can see more spoke than tire. Just a cleaner look. JMHO
Here is some pics of my set-up. 21/16

Nah, when I bought her, she had the factory 16, then I put a 18 and wasnt satisfied, so I went with a 21. You wont regret it. Harley should offer them that way from the factory, kinda like an option.
It may feel a little bit different, but I felt more "IN" the road when I put the 21 on there. But, Im also a Big Fella, 6'6'' 270lbs. Im going to get either another deluxe this spring or a Road King and Im going big up front again. Thats the look I like and the "Feel" Just be sure to keep it 3.5 up front. Fills up the fender REALLY nice.
You will want to lower the front end. I went with a Progressive drop kit and did 2 inches up front with SE heavy Fork Oil. Then Air Ride in the rear. RODE LIKE A CADDY. Well if a CADDY had 2 wheels. LMAO

I have had both.
The 18" rear wheel def. makes the wheel stand out a lot more. 2. It will make the fender look more slammed than it it is.
If your getting new wheels, def go 18 there is no reason not to (except white wall cost) and it will make your bike stand out more (and that what you want in new wheels)
Ride wise it all feels the same, it might make the bike sit 1/4" higher.
Here it is 1" lower with 422s
This is same setup with the 16" wheel (notice the difference between the rim and fender)
Here it is slammed
