Wind deflectors: Suck!

So I'm getting ready for winter riding, put on some fork-mounted wind deflectors. I've been out three times now and I have to say they don't do much.
They barely break the wind at all. I'd say MAYBE 10-15 percent. Very disappointed. I get a lot of wind up from the gas tank, just like I always have, didn't cut it down hardly at all. Made some other adjustments to no avail. I'll keep them on this winter because they do a LITTLE, but I have to say they aren't worth the money, at least that's the case with my set up. I'm running a Windvest windshield and a fork bag.
Anybody else have this happen?

I took that off about a year ago. I got a pretty low-profile windvest shield now. I'm thinking that may be the problem...

I run the chrome Kuryakin fork lowers on my 2011 Heritage. Stock I had severe wind buffeting up under my helmet. Installed these lowers and 90% of it is gone. At interstate speeds there is a good and comfortable air pocket, using the stock windshield. I assume the OP refers to lowers as this stlye and not the crash bar leather/vinyl Desert Dog type lowers.
