I'm 5'10" and my 12" Wild 1 Outlawz are just about shoulder height.... but I also have them rolled forward which sits me upright and they look taller.

I think at 5'5", I would go with 10" Outlawz on the Wide Glide front end.

 

I've got 16" Chubbies on my Softail, and 12"ers on my XL1200 (with 4" risers)...I'm 5'9", maybe 5'10" with my boots on. The 12" mini's are a little narrower than the 16's, both are at shoulder level and comfortable to me. I'm thinkin' you could get away with using 12's easily, depending on yer build. You can be 5'9" with short legs and long torso, or vice versa...different bars for different folks.

sit on your bike and hold a broomstick in your hands. close your eyes and position your hands on the broomstick at the width/height that feels best for you. HOld that position and have somebody measure height/width. Now you know what size riser/bar combo you want.

 

I have the 14" HD mini FAT apes... After a couple of rides, I replaced the 1 peice 2"+ riser that comes with them and put the stock 1" offset Fatboy 2 peice risers back on and it put my hands a bit below my shoulders and brought the bars a lil closer to me. I'm 5'8" but have a shorter torso in relation to my inseam.

In the Avatar I have 10" with 4" straight risers. 10+4=16, pulled back alittle so I can sit back and not have to lean so much forward in a tight turn. I'm 6'1"

 

I have some Heritage bars with some 1.5 risers. Although I like it, Im 6'0 and I will problably be going with some 12.5 chubby Wild1s at some point when cables+bars are in the budget.. Here are some pics, Along with my Sig Pic.
