Default Gas Tank

I'm finally getting money to repair my bike from the insurance. My gas tank was alil beat up so I decide to take my tins off and have them painted. After taking my gas tank off I noticed no gas coming out of the left part of the tank and after looking alil closer there was some foam in the nipple where the crossover tube goes. So I guess my question is, is that normal? I have an 03 FXSTDI

I can't see why the left side of the cross over would be blocked, it defeats the purpose of it being there to equalize the gas. Of course, it is not as drastic as the old left/right 2 piece tanks. Someone might have done that intentionally to make the tank removal process less messy ie. remove the left side xover, remove tank, drain on right side, etc, but that would be a half fast way of doing that. I say unblock it and let it do what it was intended to do.

Thanks for the response. My father in law and I cleared it out and blew air through it.
