Another for the, " you will think I'm crazy" category... I warm up the pipe, put on a pair of gloves and use a damp bounce dryer sheet. Yep, what your ole lady throws in the clothes dryer. Tried a bargain brand and it didn't work so stick with bounce if you want to try it. Lifted it right off easily and works great on bugs too!
On chrome heat the pipe and scrape it with steel wool or very carefully with no pressure the edge of a blade will remove it without scratching if you are careful.
I've tried it all. Get you one of those bug sponges for washing bugs off your car. It has a fine plastic mesh over a sponge. A little windex and boot marks are going in minites. Do this with cold pipes.
