Default Not a rear shock question

Right now I have my shocks set at the lightest setting.
Probl not good. I'm sure having the softer ride, I am sacrificing
handling, clearance etc.
So for solo riders (say 180- 200 lb range)
What setting are you guys using. I know it doesnt affect height, but won't it
affect how high the bike rides with rider on board?

And should I ride a passenger, more to the firmest setting, right?

I'm going over to HD tomorrow to buy a spanner wrench The Harley one has
the 1 1/16 wrench built in right? I have the locknuts loose. My spanner wrench doesnt line up with the holes in the shock (must be for an earlier Softail)

Thanks,
