Can't say I ever had this problem with the windshield on. I wonder if it has to do with your height, or how you sit or something. Maybe even just the type of helmet you're wearing?
I got the windvest and really like it. Took me a few rides to get it adjusted right, but now it does the job, and is about as low profile a shield as I could find...
I put the chrome wind deflectors (fangs) on my Heritage and the buffeting stopped. Funny, it's probably the only added piece of chrome added to a Harley that is actually functional.
if u don't want the wind in you're face then ride in a car.....just saying....the only reson I got a shield was so I don't get hit in the face with crap,,,,,,,,
I put the clear Memphis Shade lowers on, with the shield it stopped the buffeting for me. I took the shield off when I replaced my bars, and left the lowers on for a test ride. The buffeting was unbearable. So I left everything off for now. I don't do much highway driving.
But will reinstall if I do.

I also wonder if height has anything to do with it. I look over the top of the windshield (even with a tall windshield), and I've never experienced the issues that people are talking about. I do notice some upward air movement from wind coming under the shield, but it is not that noticeable. If not for the way it blows my beard upward, it wouldn't be noticeable at all. The affect of wind trying to lift my helmet off at high speed is not as bad with the windshield as it is without it.
I've been caught in some fairly extreme wind gusts both with and without the shield, and got blown around just as bad without the shield as I did with it.

I use the Chrome (PC Black) and I need to put then on backwards. That way the little curved part pushes the wind out another 1/2 inch and it eliminated 99% of the buffeting.
My ride is much more comfortable with no shield, But I would like to try a batwing.
I added a Memphis Shades Batwing to my Heritage with the quick release hardware. Friggin' love it on the long rides ! No more aching shoulders and arms from fighting the wind: long cruises much easier now. I started with the 9" shield and replaced it last year with the 12": almost no buffeting. Just cruisin' around town: pop the latches and it's off.
If you know someone that has one, take it for a test ride. Think you'll like it.
