Default Flasher location 1990

Hi, first time here. I was wondering if anyone can tell me where the signal flasher is on a 1990 heritage FLST.
I got the bike with led turn signals that will not flash so I put on a Badlands unit but that did not fix it.
I was told to check the flasher but I can't find it. It may have been removed when the last guy biult the bike.
I know Badlands has one with a built in flasher if mine is gone so I would like to know where it should be.
I removed the tanks to get to the wireing and can't see the flasher anywhere.
