Usually if you warm them just a little and use laquer thinners or acetone, I've had good luck with this, others have used oven cleaner, but be carefull not to get this on anything else, it removes paint.

I just removed some shoe sole scuff off of the pipes of my bike. I used rubbing alcohol. It took a little scrubbing but came off nice.

I posted this somewhere before but I use very fine steel wool. The kind used for furniture refinishing. It comes off incredibly easy using no pressure. Chrome is a lot harder than steel wool so it will not scratch it at all, I promise.

You'll have to ask my girlfriend how she got it off. It was her boot who got it on there in the first place.

Try "Goof Off" available at most Lowes or hardare stores - it works well for stuff like that, don't put it on paint or plastic.
