I doubt that you would find dark tinted passing lamps available. The demand for them would be very low due to how significantly they would diminish light output. But if you really want them and can't find them available, you can make your own. Just use window tint and a blow dryer to form them to the convex shape of the passing lamp. It will take a little practice to get them right, but the tint film is cheap enough. People do this with taillights all the time.
Also keep in mind, even though it's just the passing lamps, I'll bet the cops ain't gonna like it.
I'd like to lightly tint my passing & headlight, it would look awesome. But I can't afford to lower my light output. I ride very dark mountain roads frequently. I need all the candle power I can get. Maybe I'll upgrade all my bulbs and do it anyway. Can always peel the film off if it don't work out.

Besides you could say any light is meant to be seen, and plenty of brake and blinker are tinted
Also a tinted light would still be better than no light, they are meant to give a wider view at night which they still would with tint
