Might be the case with the top, as that insert is glued to the inside top of the bag. As far as the rest of the insert, I don't think it would add anything to waterproofing.

I use the wax conditioner, waterproofer(is that a word) from HD that comes with the bike. It has worked well for all of the bikes we have had that had leather laddle bags.
