How to protect fender from pillion?

The stuff I used is called "Hold the foam glue for Styrofoam", comes in a blue metal tube.

Use black felt of course. At first I tried to cover the whole thing, but you can actually see it from the side, then while the glue was still wet, I just pulled part of it up a bit and trimmed it, taking an inch or two from each outer side.

I've got some foam insulation tape that would be used in a plumbing application.
One side has a glue on it, the other side is foam. Nice thing about it is if it gets worn out, just peel it off and replace a section.
I used it when I put a toolbox on my truck....worked great. Easy to use, easy to get rid of, easy to replace.
