Default 2005 Deluxe rear lowering questions concerns

Hello,I have a 2005 Deluxe that I bought a Burly adjustable rear lowering kit for.I finally got the kit installed and no matter how I adjust it my tire is shoved up into the fender.There is no travel and of course it will not come off the jack.
You cant install the kit wrong can you?What kits are you folks using besides air ride and 422s.I have wasted the last two nights trying to make this work and see no choice but to remove and start over.I could sure use some good advise.Thank you.

Put a couple of 2x4's under the rear wheel before you lower the bike down. Lower the jack slowly and then roll it off teh 2x4's. Be careful not to let the bike fall over.
