The bleeder valve cap does not seal the the brake caliper fluid... it is merely a cover to block dirt and grime from getting in the bleeder valve. If it is blowing off and fluid is coming out of the valve, then the valve is not sealing properly. Is it tightened down? It is supposed to be.

so your trying to bleed the brakes?...with the rubber cap on?...if i remember correctly, the threads are much lower than the actual bleeding hole...lol (i said bleeding hole)...would seem like air and brake fluid would be forcing the cap off, and you should see fluid in such a case...the bleeder valve would not be correctly installed or not the right one for your ride?

Your bleeder valve is not closing. If it is working like it is supposed to, it doesn't have to be very much more than finger tight to seal. Possibilities include: Damaged threads on either the Bleeder Screw or in the Caliper, wrong Bleeder Valve, damaged Seat in the Caliper that the Bleeder Screw seals against. That's about it, other than simply not tightening the bleeder screw properly.
