Default Harley Super tuner and dyno

my brother-in-law bought the super tuner for his 06 Springer and took it to the stealership where they downloaded a canned map onto it. After a week he's decided to take it into a different dealership to get it dyno tuned. He took the bike in this morning and they told him that in order to tune his bike the right way, they needed to install O2 sensors on his bike. They're gonna charge him for the dyno plus an extra 3 hours to install the O2 sensors on his bike. This is the first time I've heard of someone having to install O2 sensors on the mufflers just to get it dyno tuned. Don't they usually shove a rod with a sensor on the end to get the AFR? are they just ripping him another one, or is this really necessary on a fuel injected bike?
