Default Fitting a bigger wheel

Howdy, new to this forum and was hoping someone could shed some light on a question I have.
I have a 1999 Heritage Softail and was wondering if it is possible to fit a 18 wheel to the rear and a 21 to the front?
I dont want to necessarily go wider just increase the diameter and if possible not chnage the guards.
Can this be done?
If not what would the maximim be?

Yes, they will both fit. Is the rear of your bike lowered? This can affect fitment.
