Default Removing Luggage Rack?

How hard/ easy is it to remove. I haven't looked at the bike, just had some ideas.

Do I need to take the fender off?

three bolts; pretty easy. No need to remove fender.

The bolts are welded to the back side of the fender. The bolts come out, and the bolts stay on the underneath side of the fender. You will need to get a fender bib or some fancy bolts to screw back in the holes to block the view of the bolt holes. I used the bib. The bolt holes under the middle part of the bib are now covered, and like I said you can get some bolts with fancy heads to fill the holes and not use a bib. These are older pictures of my bike.
The very rear bolt is made by Harley. The bolts that are at the back of the drivers seat are custom made and were ordered off the internet. See the links below.

I use chrome bolts for the fender and acorns for the seat from Ace Hardware and go nekked.
