I suspect it wasn't finished, and it wasn't clear coated.
I inspected some graphics of my own years ago (before clear coat).
Unimaginable difference.

However, it ain't what the OP asked for. No question about that.

OP, I agree that 5 months should have been plenty enough time.

pay each guy for what they did, and DON'T pay the body guy for what he didn't do.

if he doesn't like it, file a claim with the BBB and let him take it up with them.

Part of me wants to give the painter an opportunity to do the right thing. The other part of me wants to stop the bleeding.
I went by to see the air brush guy today and he is doing exactly what I wanted to start with. Everything is going to look great in the end, it's just a shame things went this way.

you and the airbrusher are in the same boat.

take care of him.

the body guy played you both.

f*ck him, don't pay him for ANY paint

If any 'extra' is paid it should go to the guy that actually did the paint, to offset his costs. Any money for paint paid to the body guy is debatable, unless he can show a reciept from the painter. No way you should have to pay for the first, (wrong) paint, to the body guy, it wasn't what you asked for. jmho, Dennis
