HELP. 2010 FLSTC Lowering Problem

I found the solution as instructed by Arlen Ness:
"Thank you for your inquiry. Per our technical department, was the included PVC used? We usually use about 1” of the PVC in each fork leg to pre-load the springs"
And yes the PVC weren't installed. I'm gonna install them and everything should be fine.
