Hey waterhead Im not talking about to the top, to where it runs out....my answer came from the manual, not a kneejerk reaction to the obvious shortcut answer of "new gascap" - DUH yourself!

My Deluxe is the same year as your bike and has no 'overflow hose' on it. I do have a continuous vent at the front of the tank, up high. I've had my tank off and the only hoses on it are the vent, the crossover, and the fuel feed line.

I've got the same hole in my filler neck and there's no hose attached to it.

i replaced my fuel filter and the hose on the front runs to the filler hole

My stealer would disagree with you, in my case at the least. My cap started clicking about half way between the seal and the tank. I've been through two caps that do that.

Yeah, i've actually noticed that this has happened with my street bob. Hate getting gas all over the ride I just spent an hour cleaning!!!! I usually double check the cap after I've rode it for about a minute or two and sometimes it will let me tighten it about a 1/4 turn before it starts clicking again. This has fixed the problem so far.

Um. If you need pictures to understand what it means to fill it just below the top of the tank, I guess I should ask if you prefer Crayola or magic marker.

About 2 months ago it was about 100 degrees out and had been riden for about 350 miles. I filled my gas to about 1" below the inner fuel opening. Clicked my cap on, started my bike and went to bar/restraunt about a mile away...everything was good. Was only inside for about an hour or so came out started my bike and let me tell you GAS WENT EVERYWHERE!!! WTF!!!! Mt. Rushmore...lol....2 of our bikes did it. We thought it may be due to the heat and gas expanding or the fuel additives(ethenol i think) being put in.

I've been filling my gas to the same spot for 2 yrs. and this was my only time this happened. My gas cap is good...hmmmm ...

Ive tried 3 different gas caps now and have had the problem with all 3 . and ive been cranking the **** out of last 2 to make sure there sealed . It does it right after i fill up and take of down the road and im keeping it about a in below the plastic nozzle when i fill it up , same place my buddy fills his fatboy to with no issues .
