It sounds like EPA rules mostly affect custom builders. For indiviuals it would be difficult to determain which bikes would pass or fail without smog testing them like with our cars . Prior to 2004 manufactures like HD have thier motors passed by the EPA standard prior to sale. Custom builders that produce less then 24 bikes in a year are exempt prior to 2004. The EPA's multi-teir plan to scale back on emission get stricker in 2006 and will continue to do so in 2008 and 2010. I read somewhere about a waiver for custom builders if the bike uses an EPA pre-approve motor, like if I took my 2006 88B out of my FLSTF and dropped it in kit bike. I don't know, all this is confusing.... but overall if the EPA doesn't smog my bike how will they know about my Stage I, SERT, and V&H Pipes not passing?

Ok heres a point. Take Snowmobiles if the DNR has a decible meter setup on a trail and you go by them and it goes over the limit they stop you and ticket you. Some that don't have a meter ask you to open your hood and if your exhaust is not stock they ticket you. How far away do you think bikes are from that point? In this day and age of tree huggers I don't think its that far away.
Harley is just now getting pressure from the EPA and believe me the pressure will get greater like it or not its coming.
