Yes the top portion is dark until you hit the brakes, the lower is the running light and is plainly visible during daytime and really shows up well at night. When you hit the brakelight, it lights up really well.

I too was surprised at how bright mine is. They do sell LED versions, but I've never seen any with the 'stop' letters on them. Google "LED model A tail light" and you'll see whats up.
