You do not need to remove the fender wallah, a 1/4 ratchet with a 7/16 or 1/2 inch socket (can't remember the socket size) is all you need, it is a tight fit. If you for some reason have trouble trying to get to the bolts up inside the fender it may be easier to take the rear tire off, rather than the fender.

I have a 2009 Deluxe, and installed Kurakyn's curved taillight frame. I believe I had to get access to all the same pieces that you would to install the Softbrake setup. I put mine up on a jack, so that the suspension was extended, but did not have to take off the wheel or the fender. It was a tight fit, but I got it done...

I've got the lighted plate frame that Softbrake sells. It has LEDs in the top section.

I also installed the curved kuryakin and was able to reach under with baby channels and 1/4 drive socket no need to remove tire or fender!!!

I've never had a problem with that, however unless you are showing off or doing something really stupid, the law is not going to pull you over for no tag light here. About 90% of all custom choppers I see here have no tag lights also.
