I posted this about a year ago, but while you're at it make sure the throttle opens up the butterfly in the port all the way. My throttle was not sticking but I wanted to make sure there was some lube between throttle grip and handle bar and to clean it. (2007 Softtail Heritage) I went through the throttle cable adjustment procedure as instructed by the manual. Before I did this I noticed that opening throttle(twisting the grip all the way) did not open the butterfly all the way. Upon following the procedure it is now properly adjust and the 96 produces the hp it should. The factory must have screwed up and the dealer ship would not normally check this. Would have made for a bad dyno run.
On the underside of the throttle housing there is a big star like screw that puts tension on the throttle try playing with this a little.

I had the same when I got my 04 Heritage this spring. Same thing, loosen the star. now I added a throttle lock lever so I can rest my right arm a bit - when it is clear riding.
