200 is not going to fit on a stock Heritage. Period. You can squeeze a 200 on a 5.5" rim. 160 is the right as answer as above.

HDwheels.com chart showing that 17x6.25 with 200 tire will fit with no changes ??!!

A 6.25" rim will fit a 200mm easy. I fit 190mm on a 6.00 regularly. The issue is tire design.

On a stock heritage? I don't think so, but if you do squeeze a 200 under there post some pics.
