Default 96 Heritage Flooding Problem

Need some help here. Removed card to clean over the weekend and now the bike idles fine, which was the initial problem, but now if you hold the throttle around half or just off idle the bike wants to flood out. I have checked the float several times and replaced the diaphram but still the same problem. Almost acts like the choke is still on but removed that and everything in there looks fine to.
When we had the carb off also noticed that the intake gaskets were leaking so replaced them. Any help would bet great because I am lost right now.
FYI everything inside the card is OE. did noy change any jets while having it apart.

Maybe the needle valve on the float is damaged or has trash in it.
